BEING THE THIRD KHUTBAH FOR THE MONTH OF /R.THAANI/1438AH (13 /JANUARY/2017CE)

THE ISLAMIC APPROACH TO SOLVING THE PROBLEM OF POVERTY (PART 2)

Praise be to Allah, the lord of the worlds, the sustainer of the heavens and earth, the disposer of the affairs of all creation who honoured man with the best prophet. I praise and thank Him for His grace and honour and beseech Him for more. I testify there is no god but Allah alone, the compassionate, the merciful, the generous, the Perpetual Forgiver. I testify that our leader- Muhammad (pbuh) is his servant and messenger, his beloved and chosen one among his creation, the leader of the children of Adam.  He is the leader of the messengers, the seal of prophets, the mercy offered to the universe, the illuminating lamp. May the peace and blessings of Allah be upon him, his household, companions and whoever follows them till the day of recompense.

Having said that,

Dear Muslims, I enjoin you and I to fear Allah in accordance with the verse:

يَا أَيُّهَا الَّذِينَ آمَنُوا اتَّقُوا اللَّهَ حَقَّ تُقَاتِهِ وَلَا تَمُوتُنَّ إِلَّا وَأَنْتُمْ مُسْلِمُونَ ( آل عمران : 102 )

O you who have believed, fear Allah as He should be feared and do not die except as Muslims [in submission to Him].” (3: 102) .

Dear brothers and sisters in Islam this is the third khutbah in the month of Rabi’ul- Thaani still on the theme: THE MENACE OF POVERTY: THE ISLAMIC SOLUTION. We shall today complete the remaining four points of the Islamic approach to poverty alleviation having discussed four points earlier.

  • Work/Employment,
  • Family Welfare support,
  • Zakat,
  • Islamic Purse Welfare,
  • Non-Zakat Rights,
  • Individual Charity,
  • Sincere Repentance along with persistent forgiveness,
  • Recommended Supplications from the Qur’an and Sunnah.

5- Non-Zakat Rights or Obligations: There are other financial rights enjoined on Muslim in view of different reasons, centred to assist the needy and eradicate poverty in the Islamic community. These include:

a- Right of the neighbor: as exemplified in the Qur’an and Sunnah, whereby respecting the neighbor is enlisted as part of faith, and assaulting him is viewed as pointer to dissociation from Islam. Allah says: “Worship Allah and associate nothing with Him, and to parents do good, and to relatives, orphans, the needy, the near neighbor, the neighbor farther away, the companion at your side, …” (4: 36). The Prophet- pbuh says: “He who believes in Allah and the last day let him honour his neighbor.” (Agreed upon), also: “He is not a believer who pass the night well fed while his neighbor by him goes hungry with him being aware” (Tabraani, Bayhaqi)

b- The Eid Adha animal: This considered as wajib- mandatory for the wealthy ones, in view of the hadith that: “He who has abundance and failed to slaughter should not come close to our prayer venue.” (Ahmad, Ibn Majah)

c- Violation of Oath: Allah says: “llah will not impose blame upon you for what is meaningless in your oaths, but He will impose blame upon you for [breaking] what you intended of oaths. So its expiation is the feeding of ten needy people from the average of that which you feed your [own] families or clothing them or the freeing of a slave.” (5: 89)

d- Expiation for zhihaar: He who tells his wife thus: “You are to me like my mother’s back, or my sister’s etc his wife becomes forbidden to him until he made the expiation of that which is to free a slave, and he who could not get that will have to fast for two months consecutively, and he who could not do that should feed sixty poor persons.

e- Expiation for intercourse in the days of Ramadan: It is the same with the expiation of zhihaar mentioned above with proven proofs from the hadiths.

f- Ransom paid by the aged persons, including the sick whose recovery is not hoped and are incapable to fast, they should pay a ransom of a meal per day for the poor as stated in the Qur’an thus: “And upon those who are able [to fast, but with hardship] – a ransom [as substitute] of feeding a poor person [each day].” (2: 184). This judgement covers the pregnant woman and the nursing mother who fear for themselves or their babies.

g- Al-Hadyu- The Sacrificial animals offer by the pilgrims at the ka’abah- camels, cow, or sheep as ransom for any sin committed while in the state of ihram for either hajj or umrah. Allah states:

(﴿يَاأَيُّهَا الَّذِينَ آمَنُوا لَا تَقْتُلُوا الصَّيْدَ وَأَنْتُمْ حُرُمٌ وَمَنْ قَتَلَهُ مِنْكُمْ مُتَعَمِّدًا فَجَزَاءٌ مِثْلُ مَا قَتَلَ مِنَ النَّعَمِ يَحْكُمُ بِهِ ذَوَا عَدْلٍ مِنْكُمْ هَدْيًا بَالِغَ الْكَعْبَةِ أَوْ كَفَّارَةٌ طَعَامُ مَسَاكِينَ﴾ [المائدة: 5\95]) “O you who have believed, do not kill game while you are in the state of ihram. And whoever of you kills it intentionally – the penalty is an equivalent from sacrificial animals to what he killed, as judged by two just men among you as an offering [to Allah] delivered to the Ka’bah, or an expiation: the feeding of needy people or the equivalent of that in fasting, that he may taste the consequence of his deed.” (5: 95) (فَمَنْ تَمَتَّعَ بِالْعُمْرَةِ إِلَى الْحَجِّ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ [البقرة :2\ 196 ]) “then whoever performs ‘umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animals.” (2: 196)

h- The due from harvest of farm produce: Allah says: (﴿وَهُوَ الَّذِي أَنْشَأَ جَنَّاتٍ مَعْرُوشَاتٍ وَغَيْرَ مَعْرُوشَاتٍ وَالنَّخْلَ وَالزَّرْعَ مُخْتَلِفًا أُكُلُهُ وَالزَّيْتُونَ وَالرُّمَّانَ مُتَشَابِهًا وَغَيْرَ مُتَشَابِهٍ كُلُوا مِنْ ثَمَرِهِ إِذَا أَثْمَرَ وَآتُوا حَقَّهُ يَوْمَ حَصَادِهِ﴾ [الأنعام:6\141].) “And He it is who causes gardens to grow, [both] trellised and untrellised, and palm trees and crops of different [kinds of] food and olives and pomegranates, similar and dissimilar. Eat of [each of] its fruit when it yields and give its due [zakah] on the day of its harvest. And be not excessive. Indeed, He does not like those who commit excess.” (6: 141).

  • The right to provide for the poor and needy: This is the most important rights. One of the right of every individual Muslim in the society is to be adequately sustained in the basic requirement of life for himself and those in under his care. If this right would be achievable from the zakat treasury then that is rightly sufficient.

6- Individual Charity: Allah says: Above these obligations and constitutional positions, Islam builds souls for goodness, which gives and sacrifices, the soul of man which gives beyond what was requested from him, and beyond what is obligatory on him, it even gives without being asked, spending in plenty and scarcity, night and day, in the open and secret, such is the soul which sees wealth as a means to an end not an end in itself  (﴿مَنْ ذَا الَّذِي يُقْرِضُ اللَّهَ قَرْضًا حَسَنًا فَيُضَاعِفَهُ لَهُ أَضْعَافًا كَثِيرَةً وَاللَّهُ يَقْبِضُ وَيَبْسُطُ وَإِلَيْهِ تُرْجَعُونَ﴾ [البقرة :2\245]) “Who is it that would loan Allah a goodly loan so He may multiply it for him many times over? And it is Allah who withholds and grants abundance, and to Him you will be returned.” (2: 245)  (﴿مَثَلُ الَّذِينَ يُنْفِقُونَ أَمْوَالَهُمْ فِي سَبِيلِ اللَّهِ كَمَثَلِ حَبَّةٍ أَنْبَتَتْ سَبْعَ سَنَابِلَ فِي كُلِّ سُنْبُلَةٍ مِائَةُ حَبَّةٍ وَاللَّهُ يُضَاعِفُ لِمَنْ يَشَاءُ وَاللَّهُ وَاسِعٌ عَلِيمٌ (261) الَّذِينَ يُنْفِقُونَ أَمْوَالَهُمْ فِي سَبِيلِ اللَّهِ ثُمَّ لَا يُتْبِعُونَ مَا أَنْفَقُوا مَنًّا وَلَا أَذًى لَهُمْ أَجْرُهُمْ عِنْدَ رَبِّهِمْ وَلَا خَوْفٌ عَلَيْهِمْ وَلَا هُمْ يَحْزَنُونَ﴾ [البقرة:2\261\262]) “The example of those who spend their wealth in the way of Allah is like a seed [of grain] which grows seven spikes; in each spike is a hundred grains. And Allah multiplies [His reward] for whom He wills. And Allah is all-Encompassing and Knowing. ( 262 )   Those who spend their wealth in the way of Allah and then do not follow up what they have spent with reminders [of it] or [other] injury will have their reward with their Lord, and there will be no fear concerning them, nor will they grieve.

7- Sincere Repentance and persistent seeking of forgiveness: Of the statement of the scholars as derivable lessons from the Qur’an,they would say: “Do you long for   [rain from] the sky upon you in showers and increase you in righteous offsprings, and lawful and expanse provisions? Then be committed to seeking forgiveness. Allah says: (﴿اسْتَغْفِرُوا رَبَّكُمْ إِنَّهُ كَانَ غَفَّاراً * يُرْسِلِ السَّمَاءَ عَلَيْكُمْ مِدْرَاراً * وَيُمْدِدْكُمْ بِأَمْوَالٍ وَبَنِينَ وَيَجْعَلْ لَكُمْ جَنَّاتٍ وَيَجْعَلْ لَكُمْ أَنْهَاراً﴾ [نوح :71\  10  -12]) “He will send [rain from] the sky upon you in [continuing] showers ( 12 )   And give you increase in wealth and children and provide for you gardens and provide for you rivers.” (71: 10-12)

8- Recommended Supplications from the Qur’an and Sunnah: There abound several narrations on recommended prayers for expanse provision, we would mention a few of that for time sake:

  • The Prophet says: “He who recites Suratul Waqi’ah every night, no poverty will touch him.” (Al-bayhaqi)
  • Narrated by Ali (R.A) The Prophet says: “Shall I teach you some words, such that if you have debts like mount Sabeer (name of mountain in Yemen), Allah will discharge it on your behalf, say: “Allahumma suffice me with your lawful provisions away from Your prohibitions, and suffice me with Your favours away from other than You.” (Ahmad, Tirmidhi, Haakim)
  • The Prophet-PBUH says: (” اللَّهُمَّ مَالِكَ الْمُلْكِ تُؤْتِي الْمُلْكَ مَنْ تَشَاءُ وَتَنْزِعُ الْمُلْكَ مِمَّنْ تَشَاءُ وَتُعِزُّ مَنْ تَشَاءُ وَتُذِلُّ مَنْ تَشَاءُ بِيَدِكَ الْخَيْرُ إِنَّكَ عَلَى كُلِّ شَيْءٍ قَدِيرٌ . تُولِجُ اللَّيْلَ فِي النَّهَارِ وَتُولِجُ النَّهَارَ فِي اللَّيْلِ وَتُخْرِجُ الْحَيَّ مِنَ الْمَيِّتِ وَتُخْرِجُ الْمَيِّتَ مِنَ الْحَيِّ وَتَرْزُقُ مَنْ تَشَاءُ بِغَيْرِ حِسَابٍ . رحمَانَ الدُّنيا وَالآخِرَةِ وَرَحِيمَهُمَا تُعْطِي مَنْ تَشَاءُ مِنْهُمَا وَتَمْنَعُ ما تَشَاءُ . اِرْحَمْنَي رَحْمَةً تُغْنِنِي بِهَا عَنْ رحْمَةِ مَنْ سِوَاك) “O Mu’aadh shall I teach you a prayer to supplicate with, and if you have debts like mount Sabeer (name of mountain in Yemen), Allah will discharge it on your behalf, say: “Say, “O Allah, Owner of Sovereignty, You give sovereignty to whom You will and You take sovereignty away from whom You will. You honor whom You will and You humble whom You will. In Your hand is [all] good. Indeed, You are over all things competent. You cause the night to enter the day, and You cause the day to enter the night; and You bring the living out of the dead, and You bring the dead out of the living. And You give provision to whom You will without account. The Beneficent of the world and the hereafter and the Merciful for both, You provide of both for whom You want and You blocks as You wants. Grant me Your mercy that with which You will suffice me with away from the kindness of other than You” (Tabraani)

SECOND KHUTBAH

All praises are due to Allah. We praise and thank Him, believe and depend on Him. I testify there is no god but Allah alone and I testify that our leader- Muhammad (pbuh) is his servant and messenger.  May the peace and blessings of Allah be upon him, his household, companions and whoever follows them till the day of recompense.

Dear servants of Allah, some of the events taking place in our country include:

First, the meeting held between our president, President Muhammadu Buhari, his deputy Prof Yemi Osibajo and the governors of the 36 states of the Federation this week. The main reason for convening the meeting was for the governors to seek bail out to pay their workers’ salaries, where about 22 states owe more than 100 billion naira. The federal government’s answer was negative, that there is no fund to meet such huge debt. He enjoined them that each state should look inward to source for fund. What would be the fate of workers in those states with dependents to cater for and bills to pay?

Secondly, is The Nigeria Union of Petroleum and Natural Gas Workers [NUPENG]), which began a 3- day warning strike on Wednesday, 11th January, 2017. The major complaints of the body include the sacking of some of their colleagues frequently these days due to the failing Nigerian economy. They pray on the federal government to profer solutions to that and other economic challenges. We call on the union- NUPENG that they should be patient with the government and not to go for the strike because that will complicate the already battered situation.

Third, the “bird flu” which has affected poultries spread across 26 states including the federal capital- Abuja. More than 3.5 million birds have been affected. Infact, neighbouring countries have banned birds from Nigeria from been imported into their countries. The Minister of Agriculture and Rural Development Chief Audu Ogbeh has confirmed this and the necessary steps. May Allah protect us from these dangers and help us solve these diverse and multiple problems. 

Oh Allah descend peace; flowing with continuous tranquility and security upon Nigeria and all other Muslim nations. O Allah accept the worship of the pilgrims of hajj and Umrah, and grant us all Your pleasure, And the last of our call will be, “Praise to Allah, Lord of the worlds!”
