IN THE NAME OF ALLAH, THE BENEFICENT, THE MERCIFUL

BEING THE SECOND KHUTBAH FOR THE MONTH OF SOFAR, 10/SOFAR/1440AH (19 /OCT/2018CE)

THE POSITION OF THE STATE IN ISLAM

Praise be to Allah, the lord of the worlds, the Creator of heavens and earth Who made Islam contain all affairs. Allah says:

(﴿مَا فَرَّطْنَا فِي الْكِتَابِ مِنْ شَيْءٍ {الأنْعام:6\38})

We have not neglected in the Register a thing. We praise and thank Him for His grace and honour and seek help from Him … I testify there is no god but Allah alone, the Sovereign, the all-knowing. I testify that Muhammad (pbuh) is his servant and messenger. May the peace and blessings of Allah be upon him, his household, companions and whoever follows them till the day of recompense.

Having said that,

Dear Muslims, I enjoin you all and myself to revere Allah in the open and in the secret. Allah says:

﴿ يَاأَيُّهَا الَّذِينَ آمَنُوا إِنْ تَتَّقُوا اللَّهَ يَجْعَلْ لَكُمْ فُرْقَانًا وَيُكَفِّرْ عَنْكُمْ سَيِّئَاتِكُمْ وَيَغْفِرْ لَكُمْ وَاللَّهُ ذُو الْفَضْلِ الْعَظِيمِ﴾ {الأنفال:8\29}

” O you who have believed, if you fear Allah, He will grant you a criterion and will remove from you your misdeeds and forgive you. And Allah is the possessor of great bounty.” (8: 29) .

Dear believers, today’s sermon is the second in Sofar. Last three sermons have been dedicated to the elucidation on political matters being the issue of the moment in Nigeria as we prepare for the general elections in 2019. We discussed The Modern Electoral Process: Evolution And Rulings, and the Islamic understanding of politics and the differences between Shariah based Politics and the man-made system of politics. Today we shall discuss THE POSITION OF THE STATE IN ISLAM

Honored Muslims, be informed that Islam is a comprehensive system which deals with all spheres of life. It is a country and homeland or a government and a nation. It is conduct and power or mercy and justice. It is a culture and a law or knowledge and jurisprudence. It is material and wealth or gain and prosperity. It is Jihad and a call or army and a cause. And finally, it is true belief and correct worship(Imam Hassan Al-Banna)

It was established in last sermon that Islam encompasses the state, its establishment, scopes, rulings and manners. Where we established that the state is an integral part of Islam, a religion that distinguishes itself by its comprehensiveness to fit into time, place and people. The Qur’an was revealed as elucidator for all matters. Allah says: (وَنَزَّلْنَا عَلَيْكَ الْكِتَابَ تِبْيَانًا لِكُلِّ شَيْءٍ وَهُدًى وَرَحْمَةً وَبُشْرَى لِلْمُسْلِمِينَ“And We have sent down to you the Books as clarification for all things and as guidance and mercy and good tidings for the Muslims.” (16: 89)

Proofs from the texts of Islam

This is not an invention coming from the Islamic movements and the founders, rather it is a clear provision in the texts of Islam, including well established historical events, and proofs from the nature of the Islamic Dawah. Concerning the Quranic evidences, the two verses in Suratul Nisaa discussed last week are sufficient. In addition to that, there are tens of authentic Hadith on the topics of Caliphate, leadership, judicial matters, characteristics and rights of leaders, which include cooperation on righteousness, advice and obedience to them in likes and dislikes matters, patience on their actions, specifying their duties in establishing the limits of Allah, discharge of people’s rights, consultation with people of opinion, appointment of competent and trustworthy persons, choosing good advisers, establishing prayer, paying Zakat, enjoining good, forbidding evil, .. and other matters on the issues of governance, administration and politics.

Proofs from history of Islam

Historically, the Prophet used all within his power and intellect to establish a state for Islam, relying on the guidance of the revelation, such that no other authority exists except that of the Shari’ah. He would appear to the Arab tribes invite them to believe in him, protect him and his mission, until that time when Allah guided the Ansar, including the Aws and the Khazraj to accept his message. When Islam grew among them, a delegation comprising of 73 men and 2 women came to pledge allegiance to him that they would protect him from all evils from which they protect themselves, their wives and children, and on listening and obedience, enjoining good and forbidding evil. Obviously, the migration to Madinah was an effort to establish the unique Islamic state. Madinah was the “Islamic State” and the pillar of the new Islamic nation headed by the messenger of Allah, in addition to being their Prophet and messenger, he was their commander and leader.

Enlisting to this state, living under its shade, striving under its flag, was an obligation upon every entrant into the fold of Islam then. Faith would not be complete except with migration from the land of disbelief and enmity to the land of Islam, and to regularize with the rope of the striving Muslims’ congregation targetted by the world from a single bow. Allah says:

(وَالَّذِينَ آمَنُوا وَلَمْ يُهَاجِرُوا مَا لَكُمْ مِنْ وَلَايَتِهِمْ مِنْ شَيْءٍ حَتَّى يُهَاجِرُوا)

(But those who believed and did not emigrate- for you there is no guardianship of them until they emigrate) Likewise the Qur’an criticizes in strongest term those who have chosen to live in the land of disbelief, without the ability to neither establish their religion and its symbols nor their duties. Allah says:

(إِنَّ الَّذِينَ تَوَفَّاهُمُ الْمَلَائِكَةُ ظَالِمِي أَنْفُسِهِمْ قَالُوا فِيمَ كُنْتُمْ قَالُوا كُنَّا مُسْتَضْعَفِينَ فِي الْأَرْضِ قَالُوا أَلَمْ تَكُنْ أَرْضُ اللَّهِ وَاسِعَةً فَتُهَاجِرُوا فِيهَا فَأُولَئِكَ مَأْوَاهُمْ جَهَنَّمُ وَسَاءَتْ مَصِيرًا (97) إِلَّا الْمُسْتَضْعَفِينَ مِنَ الرِّجَالِ وَالنِّسَاءِ وَالْوِلْدَانِ لَا يَسْتَطِيعُونَ حِيلَةً وَلَا يَهْتَدُونَ سَبِيلًا (98) فَأُولَئِكَ عَسَى اللَّهُ أَنْ يَعْفُوَ عَنْهُمْ وَكَانَ اللَّهُ عَفُوًّا غَفُورًا)

When angels take the souls of those who die in sin against their souls, they say: “In what (plight) Were ye?” They reply: “Weak and oppressed Were we in the earth.” They say: “Was not the earth of Allah spacious enough for you to move yourselves away (From evil)?” Such men will find their abode in Hell,- What an evil destination! Except those who are (really) weak and oppressed – men, women, and children – who have no means in their power, nor (a guide-post) to their way. For these, there is hope that Allah will forgive: and Allah is ever Pardoning and Forgiving. “ (4: 97- 99)

At the death of the Prophet- peace be upon him, the first task that engulfed his companions was that of choosing a leader, to the extent that they placed that task before that of burying him (peace be upon him). Then they collectively gave the oath of allegiance to Abubakr, submitting all matters to him. Such was the case in subsequent generations. Base on this historic consensus from the companions and the Tabi’un, in addition to the earlier text mentioned, scholars have deduced the obligation of appointing the leader being the symbolic icon of the Islamic state.

In their history, Muslims have not known the idea of separation of religion and state except at the appearance of secularism in this era, a phenomenon the Prophet had warned against as stated in the hadith: “Verily, the mill of Islam is rotatory, therefore, rotate along with Islam wherever it rotates. Verily, the Qur’an and governance will be separated, but do not separate the Book. Verily there will rule over you leaders who will govern for themselves in a manner they would not do for you. If you should contradict them, they will kill you, but if you obey them, they mislead you.” They say: “O messenger of Allah, what should we do? He said: “Do as the disciples of ‘Isa bn Maryam did, they were cut with the Saw and placed upon wooden panel. Death in the way of obedience to Allah is better than living life of sins against Allah.” (Narrated by Ishaq bn Raahawayh in his Musnad from Suwaid bn Abdul Azeez who is weak).

Proofs from the nature of Islam
Concerning the nature of Islam and its messages, it is a general religion, a comprehensive law. It is thus imperative that this law percolates into all areas of life. It is unthinkable to be neglectful in the matters of the state, to the extent that we commit it to the hands of the Atheists or immorally corrupt persons to direct it according to their desire. In the same way, the religion calls to organization and specification of duties, with dislike for disorder and crisis in all matters, to the extent that we saw the Prophet- peace be upon him, commanded us to straighten our rows in prayers, while the most knowledgeable is to lead. Likewise regarding traveling ethics he would say: “Appoint one of you (as a leader)”

The necessity of a state that embraces Islam:
The first thing the Islamic dawah needs in this era is to establish the ‘state of Islam’ which adopts the message of Islam; creed, system, worship, moral, life and civilization, where its complete existence (materially and morally) stands on the foundation of this comprehensive message, opening its door to every believer seeking to migrate to it from the land of kufr.

Islam and Politics
The colonialists made desperate effort to enforce the idea that Islam has no connection with politics, nor with governance. In the same manner, Muslim reformists- foremost among them was The Martyr Hassan Albanna- strove a great deal to teach Muslims the concept of Islam’s comprehensiveness. Putting it in another expression, to revive the prevalent reality of thirteen centuries before the advent of colonization and intellectual warfare in Muslims’ lands. This posits that Islam entails all life matters within its laws and focus from the birth of individual till his death, in fact before birth, and after death.

SECOND KHUTBAH
All praises are due to Allah, May the peace and blessings of Allah be upon the prophet, his household, companions and whoever follows them till the day of recompense.

As to what follows,

Allah says:

(لا يَنْهاكُمُ اللَّهُ عَنِ الَّذِينَ لَمْ يُقاتِلُوكُمْ فِي الدِّينِ، وَلَمْ يُخْرِجُوكُمْ مِنْ دِيارِكُمْ أَنْ تَبَرُّوهُمْ وَتُقْسِطُوا إِلَيْهِمْ)

“Allah does not forbid you from those who do not fight you because of religion and do not expel you from your homes- from being righteous toward them and acting justly toward them.” (60:8)

Dear worshippers of Allah, it is worthy of note at this moment, the step taken by the Federal government in line with peaceful coexistence between Muslims and Christians- being the officially recognized religion, as it organized an Interfaith Conference On Religious Harmony held on 13th October, 2018. The event had in attendance, President Muhammadu Buhari, Leaders of the Muslims and Christians communities; Sultan of Sokoto, Sa’ad Abubakar, CAN President, Reverend Supo Ayokunle, including former Head of States, Alh Abdus Salami Abubakar, and other personalities. President Buhari charged them to ensure political crisis are avoided in the coming General Elections.

Oh Allah descend peace; flowing with continuous tranquility and security upon Nigeria and all other Muslim nations. O Allah accept the worship of the pilgrims of Hajj and Umrah, and grant us all Your pleasure, And the last of our call will be, “Praise to Allah, Lord of the worlds!”
