THE LANDMARKS OF THE STATE IN ISLAM (2)
Praise be to Allah, the lord of the worlds, the Creator of heavens and earth Who made Islam contain all affairs. Allah says: (﴿مَا فَرَّطْنَا فِي الْكِتَابِ مِنْ شَيْءٍ﴾ {الأنْعام:6\38}) “We have not neglected in the Register a thing. We praise and thank Him for His grace and honour and seek help from Him … I testify there is no god but Allah alone, the Sovereign, the all-knowing. I testify that Muhammad (pbuh) is his servant and messenger. May the peace and blessings of Allah be upon him, his household, companions and whoever follows them till the day of recompense.

Having said that,

Dear Muslims, I enjoin you all and myself to revere Allah in the open and in the secret. Allah says:

﴿ يَاأَيُّهَا الَّذِينَ آمَنُوا إِنْ تَتَّقُوا اللَّهَ يَجْعَلْ لَكُمْ فُرْقَانًا وَيُكَفِّرْ عَنْكُمْ سَيِّئَاتِكُمْ وَيَغْفِرْ لَكُمْ وَاللَّهُ ذُو الْفَضْلِ الْعَظِيمِ﴾ {الأنفال:8\29}

“O you who have believed, if you fear Allah, He will grant you a criterion and will remove from you your misdeeds and forgive you. And Allah is the possessor of great bounty.” (8: 29) .

Dear believers, today’s sermon is the Fourth Khutbah in Safar. The earlier ones have been dedicated to the elucidation on political matters being the issue of the moment in Nigeria as we prepare for the general elections in 2019. Today we continue our discussion on THE LANDMARKS OF THE STATE IN ISLAM.

Honored Muslims, there is no doubt that Islam builds righteous individual, righteous family, righteous society, … in the same way it strives to build a righteous State. The State in Islam is not an image of any of the states known in the world before or after the advent of Islam, rather it is a unique state with its goals, methods, components, and peculiarities. Some of these landmarks include:

A State of Guidance not of amassing (embezzlement)
O honoured Muslims, verily the Muslim state as described by Abu Al-Hasan An-Nadwi, is a state of guidance and not of amassing. That is, the greatest of its goal, which is the spreading of its message to the entire worlds, taking its message to every place. It is Allah’s mercy to all humans. Thus it is not right to block Allah’s mercy from reaching the worshippers of Allah.

The Prophet (peace be upon him) began by sending letters to the monarchs and rulers of the world, in order to convey the message to them and uphold the proof against them. The state of today is duty bound, in the availability of abundant means to walk through those challenges, which were hitherto unsurmountable, and proclaims the voice of Islam to the entire world. Otherwise, Allah will put her to question regarding the millions or even billions of people who do not know anything about Islam, or only know surface matters about Islam or distorted information, which are more harmful than beneficial, adding what are contrary to its teachings or removing some of it essential principles, presenting realities in the image falsehood and falsehood in the image of realities.
A state for the protection of the weak ones
The protection of the rights of the weak is also one of the landmarks of the state in Islam. In contrast to other types of states which only protect the strong and the rich without regard for the issues of the weak or their protection. There is no state more compassionate with the weak as the state of Islam which collects from the rich to empower the indigents as mentioned by the Prophet (peace be upon him) to Mu’adh when he sent him to Yemen, … “inform them that Allah made the payment of charity obligatory upon them, to be collected from the rich ones among them and to be distributed to the indigents among them.” It legislates the Zakat to be collected from the rich and given to the poor, in the same way it obligates other revenues for the state, including the Fai-u, and others ascribing a portion for the orphans, the indigents and the wayfarers.

Allah says: (كَيْ لَا يَكُونَ دُولَةً بَيْنَ الْأَغْنِيَاءِ مِنْكُمْ) “So that it will not be a perpetual distribution among the rich from among you.” (59: 7).

The first Caliph said in his first address: “Verily, the strong among you is weak with, until I collect the right from him, and the weak among you is strong with me until I collect the right for him.”

It is the state of the oppressed and the weak in the land, who have experienced the oppression of the tyrants and the powerful who were corrupted by riches and power. The state stands with them in their ranks struggling on their side to achieve their freedom. Allah says: (وَمَا لَكُمْ لَا تُقَاتِلُونَ فِي سَبِيلِ اللَّهِ وَالْمُسْتَضْعَفِينَ مِنَ الرِّجَالِ وَالنِّسَاءِ وَالْوِلْدَانِ الَّذِينَ يَقُولُونَ رَبَّنَا أَخْرِجْنَا مِنْ هَذِهِ الْقَرْيَةِ الظَّالِمِ أَهْلُهَا وَاجْعَلْ لَنَا مِنْ لَدُنْكَ وَلِيًّا وَاجْعَلْ لَنَا مِنْ لَدُنْكَ نَصِيرًا) “And what is (the matter) with you that you fight not in the cause of Allah and (for) the oppressed among men, women and children who say: “Our Lord, take us out of this City of oppressive people and appoint for us from Yourself a protector and appoint for us from Yourself a helper?” (4:75).

A state of rights and freedom
Another signpost of the state of Islam is the regard for human rights including right to life, right of ownership to properties, right to security of religion, life, dignity, wealth, and procreation. These rights are described in Islamic law as the five (or six) necessities of life which Allah revealed laws to protect. It is not permissible for anyone to transgress them while the Allah- the lawmaker have obligated deterring punishment such as the Hudud (prescribed punishment) and laws of retribution in order to safeguard it from transgression.

The responsibility of the Muslim state is to work for the actualization of these two fundamental goals (sufficiency and security) for every individual living under its protection to the extent that people could be focused on worshipping their Lord when they are sufficient and secured.

Allah says:(فَلْيَعْبُدُوا رَبَّ هَذَا الْبَيْتِ (3) الَّذِي أَطْعَمَهُمْ مِنْ جُوعٍ وَآمَنَهُمْ مِنْ خَوْفٍ) Let them worship the Lord of this House, Who provides them with food against hunger, and with security against fear (of danger).

” (106: 3-4).

The freedom chanted by people nowadays, thinking of the innovations of the modern revolutions in the West like the French revolution and others, Islam was foremost in its elucidation and advocacy to its cause. The Muslim state was firm to nurture it from the realm of theory to that of implementation.

Religious freedom as elucidated by Al-Ghazali (RahimahuLlahu) is Islamic thought which is not known to any religion, as it establishes religious freedom to its adversaries, it denounces compulsion in the religion in all its forms. It positions that faith emanates from conviction and freedom of choice. However, the pharaonic kind of faith is valueless, because it is devoid of the freedom of choice, thus whoever faces the torment of God is not regarded as capable to ward it off. (فَلَمْ يَكُ يَنْفَعُهُمْ إيمَانُهُمْ لَمَّا رَأَوْا بَأْسَنَا) “It did not benefit them when they saw our punishment.” (40:85).

The Qur’an proclaims denouncement of compulsion in religion, both the Makkan and Madinite verses. In the Makkan verse Allah says: (أفَأَنْتَ تُكْرِهُ النَّاسَ حَتَّى يَكُونُوا مُؤْمِنِينَ؟!) “wilt thou then compel mankind, against their will, to believe!?” (10: 99).

For the Madinite verse, Allah says: (لَا إِكْرَاهَ فِي الدِّينِ قَدْ تَبَيَّنَ الرُّشْدُ مِنَ الْغَيِّ) Let there be no compulsion in religion: Truth stands out clear from Error.” (2: 256).

A State of principles and morals

Brothers in faith, the state of Islam is a state of principles and morality to which complies with and do not deviate from on both its home front and on foreign land, whether with those it loves or hates, in peace and in war. It would not relate with double standards, nor talks with two tongues, it would not try to reach the truth through the path of falsehood, nor try to achieve good through evil means. It is a state that believes in the noble goals and clean means altogether.  It totally disagree with the Machiavellian theory of ‘the end justifies the means’ such as the one who consumes usury to build a Mosque, or the one who fornicates in order to spend charity on the poor.

The prophet of Islam teaches his nation thus: “Verily Allah is pure He will not accept except what is pure.” (Muslim). He uses that to refer to the person that gathers wealth through falsehood and evil, then spends it in beneficial endeavours.

Verily the state of Islam embodies good morals which form the essence of the mission of the prophet (peace be upon him), it is honour for the entire human race, which represents the justice of Allah on earth, justice to entire humanity, black and white, close and distant.

Allah says:

يَاأَيُّهَا الَّذِينَ آمَنُوا كُونُوا قَوَّامِينَ بِالْقِسْطِ شُهَدَاءَ لِلَّهِ وَلَوْ عَلَى أَنْفُسِكُمْ أَوِ الْوَالِدَيْنِ وَالْأَقْرَبِينَ إِنْ يَكُنْ غَنِيًّا أَوْ فَقِيرًا فَاللَّهُ أَوْلَى بِهِمَا فَلَا تَتَّبِعُوا الْهَوَى أَنْ تَعْدِلُوا وَإِنْ تَلْوُوا أَوْ تُعْرِضُوا فَإِنَّ اللَّهَ كَانَ بِمَا تَعْمَلُونَ خَبِيرًا

O ye who believe! stand out firmly for justice, as witnesses to Allah, even as against yourselves, or your parents, or your kin, and whether it be (against) rich or poor: for Allah can best protect both. Follow not the lusts (of your hearts), lest ye swerve, and if ye distort (justice) or decline to do justice, verily Allah is well- acquainted with all that ye do.  “ (4: 135)

(يَاأَيُّهَا الَّذِينَ آمَنُوا كُونُوا قَوَّامِينَ لِلَّهِ شُهَدَاءَ بِالْقِسْطِ وَلَا يَجْرِمَنَّكُمْ شَنَآنُ قَوْمٍ عَلَى أَلَّا تَعْدِلُوا اعْدِلُوا هُوَ أَقْرَبُ لِلتَّقْوَى وَاتَّقُوا اللَّهَ إِنَّ اللَّهَ خَبِيرٌ بِمَا تَعْمَلُونَ)

O ye who believe! stand out firmly for Allah, as witnesses to fair dealing, and let not the hatred of others to you make you swerve to wrong and depart from justice. Be just: that is next to piety: and fear Allah. For Allah is well-acquainted with all that ye do.  “ (5:8)

SECOND KHUTBAH

All praises are due to Allah, the Lord of the worlds, Who made Islam a religion that protects human lives, forbidding deliberate taking of lives, an action regarded as one of the major sins. May the peace and blessings of Allah be upon the prophet, his household, companions and whoever follows them till the day of recompense.

As to what follows,

Dear worshippers of Allah, the UN commemorates INTERNATIONAL DAY TO END IMPUNITY FOR CRIMES AGAINST JOURNALISTS on the 2nd of November annually. Dear faithful, journalism has significant and big role to play in the reformation of the society including:

Spreading good, fighting against corruption, exposing misconceptions, enjoining good and forbidding evil etc. Islam condemns every attack and violence against journalists and every media practitioner. We enjoin the international communities to strive with all their ability to stop violence against journalists and the killings and charging offenders to court.

Secondly, is the protest by the Shiites members numbering about two thousand in FCT Abuja on Sunday, Monday and Tuesday, 28- 30 October, in their request for the release of their spiritual leader, Sheikh Ibrahim Zakzaky. As we know in Nigeria that the Shiites group to be weapon bearing Islamic sect. in addition to that, they have some non-islamic and deviant ideologies, such as declaring Ahlu-s-sunnah as disbelievers, display of enmity, hatred towards some leading companions of the prophet (peace be upon him) especially the rightly guided Caliphs except Ali bn Abi Talib regarded by them as the only righteous person among the companions. We as well differ in some of the worships. To this end, the Federal government should device a wise and peaceful means to engage them and their protests.

Finally, we express our condolence to the families of those who lost their family members in the ill-fated Indonesian airplane disaster where all 189 persons on board lost their lives. An event which took place after 13 minutes of take-off from Jakarta. May Allah forgive the Muslims among the dead and admit them into the Paradise.

Oh Allah descend peace; flowing with continuous tranquility and security upon Nigeria and all other Muslim nations. O Allah accept the worship of the pilgrims of hajj and Umrah, and grant us all Your pleasure, And the last of our call will be, “Praise to Allah, Lord of the worlds!”
